Budget Shenanigans – (1) Finance

Union County has released their 2013 executive budget with a 6.4% increase in the amount to be raised by taxes.  This is the first of a series that will look at the details and the Budget Shenanigans (herein referred to as BS) behind the numbers.  First up is what may be misappropriation of grant money with a look at who is paying the Department of Finance.

The executive budget allocates $199,052 for salaries:

yet when you go to the 2013 Employee Listing you find 26 employees under Finance with base salaries totaling $1,694,438.  Who is paying them?

Some of these salaries may be hidden in other departments but most of them are paid through grants (per the second worksheet – labeled Funding – of that employee spreadsheet) yet the county is not keeping time-sheets or records on how those grants are being used (per item 3 of this catch-up list).  Could money that is supposed to ease the suffering of people with AIDS be used to pay the people who keep track of those grant checks?  Relying on Union County accounting it may remain a mystery to us and, more importantly, to the grant-makers.

Another type of BS is lying about giving out raises. In 2013 21 of the 26 employees in the Department of Finance got the 2% raises. Too many to mention?:

    If you compare the list of proposed layoffs from a few months ago, you will find numerous names still employed, just different titles as well as was pointed out, being paid by grant/open space funding.

    Where is Charlotte Defillipo’s salary now paid from?? She use to be paid under Finance. She gave herself a big fat raise this year along with some of her other “friends” she got jobs for in the county.
