UCIA Bailout Bill

At the August 22, 2019 freeholder meeting there were several resolutions to funnel money to the Union County Improvement Authority (UCIA) before a large debt payment was due to be made this month to try and cover up the Solar Panel fiasco (as was pointed out). Among them:

2019-696:Resolution authorizing the County Manager to enter into a Shared Services Agreement by and between the Union County Improvement Authority and the County of Union concerning the procurement of operation, management, maintenance and concessionaire services for Galloping Hill, Ash Brook, Warinanco and Scotch Hills located in Union County, in the amount not to exceed $100,000.

We now know what the UCIA did for that money:

That’s at least $75,000 to draft a contract (the other $25,000 might have been for postage) when Union County has an in-house legal department that is supposedly capable of drafting contracts.

    This appears to be outright theft which the state comptroller should be involved investigating. Slip-shod Sullivan, director of UCIA, should be in prison for this. In addition, the last FH meeting of 10/24/2019 had a resolution to the UCIA as follows: ( i was going to question it but time was tight)——on page 5 of the agenda: #2019-900 Resolution authorizing the County Manager to enter into a Memorandum of
    Understanding between the County of Union and the Union County lmprovement
    Authority to provide financial management services for capital projects. (Chair Betty Jane “Clueless” Kowalski). PS: Expect more absurd charges like you list above, JB1.
