Baiting the Hook

Kenilworth’s 2011 Master Plan as prepared by Kevin O’Brien (NJ P.P. License 5348; Shamrock Enterprises, Ltd.) takes about an hour to get through. Of the 76 pages 70 consist of boiler plate language and fun facts that could be pulled from wikipedia. The crux of the document is a 20-item wish list that pushes primarily for senior housing. Yet this document needs to be updated for a municipality that is 99% developed according to Planning Board chairman Rich Picerno:

Endless nights of master planning? Kenilworth has changed over the last few years, and not for the better, yet we are unlikely to see issues like these come up in any new master plan.

  • Ongoing covid pandemic;
  • Merck leaving and taking their $8 million of tax money with them;
  • Union County bringing Kenilworth into their pay-to-play orbit; or
  • $701,958 in CARES Act and American Rescue Plan revenue in the 2021 budget that will likely disappear next year.

All massive problems to be faced. Instead what we get are more bills for professional planning services. Compare fees from 10 years ago:

To this new cycle with the promise of much more to come (possibly with a resolution involved but who knows):

    The American Rescue federal stimulus moneis that is given out this year will be distributed over this year and the next year. Its 2 year plan.
