There was a second speaker who called in with comments/questions at today’s commissioner’s meeting which played havoc with the phone system and Bruce Paterson’s questions/comments on resolutions wound up being read (slowly) into the record, with the last eliciting this response:

2021-599: Authorizing the County Manager to utilize the County’s option to extend the contract pursuant to Resolution 2020-904 with to Geo Reentry Inc. for the provision of comprehensive inmate substance abuse
treatment and residential correctional facility services, for a period of three (3) months commencing July 1, 2021 through September 30, 2021 in the amount not to exceed $875,000.

2021-603: Amending Resolution Number 2021-369, to change vendor name from Revenue Guard medical Claims Mangement LLC., to Coronis Health RCM, LLC., with the continued provision of providing medical billing and collection through May 21, 2023.

2021-604: Authorizing the County Manager to enter into a contract with GCJC. LLC, doing business as John’s Caffe, for food services at Covid response testing sites in an amount not to exceed $2,997.50.

2021-607: Resolution modifying the 2021 Union County adopted budget in the amount of $3,378,685 as a result of notification received from the State of New Jersey, Department of State for a program entitled: UCBOE Early Voting – EV Equipment and Warehouse Rental Grant.

2021-608: Resolution modifying the 2021 Union County adopted budget in the amount of $100,000 as a result of notification received from the State of New Jersey, Department of Transportation for a program entitled: Local Aid Infrastructure Fund Grant.

2021-615: Approving Change Order # 9, Amending Resolution Number 2020-546, an Architectural Service contract with
Netta Architects, LLC, of Mountainside for additional architectural/engineering services associated with the Union County Courthouse Complex, New Tower Stairwell Modernization project, in an amount not to exceed $94,601.51 for a new contract amount not to exceed $4,919,531.51 (Union County Engineering Project Number 2010-033C).

2021-617: Authorizing the County Manager to award a contract to Remington & Vernick Engineers, Secaucus, New Jersey to provide Engineering Services for the Rails to Trails on Conrail Out of Service Tracks Feasibility Study for an amount not to exceed $100,000 (Union County Engineering Project Number 2021-005).

2021-624: Authorizing the County Manager to enter into a Temporary Site Agreement with AT&T Corp., Dallas, TX granting permission to install testing wells in the Clark Reservoir.

2021-628: Authorizing the County Manager to enter into contract with ES&S, Omaha, Nebraska, to provide voting equipment, including electronic poll books and voting machines, project management and onsite services for early voting and Election Day pursuant to PL 2021 Ch. 40 in an amount not to exceed $3,060,085.

2021-629: Authorizing the County Manager to enter into a lease agreement with the Liberty Group, Berkeley Heights, for the purpose of leasing warehouse space for the Union County Board of Elections new early voting and Election Day equipment for a period of 24 months for an amount not to exceed $318,600.

2021-630: Amending Resolution Number 2021-204, a contract with Royal Printing Services, West New York, New Jersey, for an additional amount of $82,350, due to printing of new early voting law opt-out letters, and larger sample ballots to accommodate early voting polling places, for a total contract amount not to exceed $3,148,647. Also adding account G-02-21-470-350-726 so that $55,251 of the total is moved to this account as a qualifying
ARPA expense.

2021-636: Amending Resolution Number 2021-35, a resolution authorizing the use of cooperative contracts, to increase the annual budgetary allocation for Samuels, Inc., to the Cooperative Purchasing vendor list, for the period of January 1, 2021 through December 31, 2021, by an amount not to exceed $100,000 for a new total amount not to exceed a total of $200,000.

2021-639: Authorizing the County Manager to sign any and all documents necessary to enter into a Memorandum of Agreement with Teamsters Local 469-Secondary Supervisors Collective Bargaining Agreement effective January 1, 2020 through December 31, 2021.

2021-641: Resolution re-appointing Ahmed Shehata as a member to the Union County Improvement Authority (UCIA) for a five (5) year term ending January 31, 2026; and appointing Ricardo Sosa as a member to the Union County Improvement Authority (UCIA) to fill an unexpired term ending January 31, 2025.

2021-642: Authorizing the County Manager to sign any and all documents necessary to enter into a Memorandum of Agreement with Superior Correction Officers Local 199A Collective Bargaining Agreement effective July 1, 2021 through December 31, 2021.

Reso 2021-599

This reso is for $3.5million to Geo reentry for 3 months for substance abuse program for inmates was already approved in July via reso 2021-540.  Why the duplicate reso?  

Reso 2021-603

This reso switches names on a program for providing medical billing and collection now to Coronis Health. What happened?

Reso 2021-604

This reso is having Johns cafe provide food to the COVID testing sites, but the amount is unknown?\

Reso 2021-608

This reso has the county receiving $100,000 for Infrastructure fund grant.  Is this being added to the roughly $13 million pot of runnels money we are using?

Reso 2021-615

This reso is adding more money for Netta architects for architectural services for the stairwell project where his contract now totals nearly $5 million.

This stairwell project is going on 11 years and became such a boondoggle, such of waste of taxpayers’ money, allowing the contractors and professionals such as Netta architect with his $5 mill bloated bill to get needlessly rich on the tax payers dime.  From this fiasco I have a sinking feeling that the $125 million upcoming government complex will be 4 times worse since no one involved in the county end actually has any experience for such a large project.  This stairwell project has a line-item number of 2010-033c.  My question on this line item is: does this capture all costs involved in the project so the public can see just how much it cost us.

Reso 2021-617

This reso is the start to the rails to trails program giving Remington & Vernick $100,000 for a feasibility study.  Will this account number listed 2021-005 be the account all expenses will accrue so the public can see the costs?  BTW Remington & vernick had donated $20,000 in the last 4 years to your cronies’ political campaigns.

Reso 2021-624

This reso is giving permission to AT&T Telecommunications to install test wells in the Clark reservoir.  What exactly is being planned with this?

Reso 2021-628

Back in December were resos totaling around $5 million for election items, here is another $3 mill to ES&S for a grand total of $8 million for elections.  Does anyone really have a grasp of what is being spent on elections, this total is out of this world.  We are back to in person elections, so why so much apparent waste.

Reso 2021-629

This reso is paying $318,000 to Liberty Group for leasing warehouse space in Berkely Heights for 2 years for election equipment.  Who are the principals of Liberty and where is this warehouse?  Why kind of security are they offering if its our voting machines?

Reso 2021-630

This reso is an addition of $82,000 which now totals $3.1 million to Royal printing. However, in march there was a reso 2021-204 that added $89,000 if it became all vote by mail which did not occur.  I would like to see a change order deleting this $89,000 to avoid any overbilling or abuse.  This goes back to my comment of an unheard of sum $8 million allocated toward our elections.

This reso.is giving a total of $200,000 to Samuels, Inc to the cooperative purchasing vendor’s list.  What products does this company handle that we need.

Reso 2021-639 &642

These resos are approving a collective bargaining agreements with Local 469 and 199.  Please provide the public with the details that were agreed.

This reso is just approving appointments to the UCIA.  However, Moving forward, John Bury or myself would graciously accept an appointment to the UCIA since you are fully aware we express analytical and investigational skills toward addressing costs and expenditures.

The Union County govt complex is moving forward again based on public need and expiration of leases.  However, during bidding, the process got so screwed up with so many loose ends that the initial start of the schedule was already behind 2-3 months…….expound……………..
