UCCF 11/4/21: Resolutions

For those interested in knowing what the county has to say about the tree-cutting along the trail between Black Brook and Nomahegan parks, the return to in-person meetings next month, and Harbor Consultants, that will be coming tomorrow with my Q&A. Today we had more censorship:

Video Q&A on resolutions with those resolutions and written comments on them including final comments that Bruce Paterson was not able to get out.

2021-819: Authorizing the County Manager to enter into a Lease Agreement between the County of Union and SHARMA REALTY INVESTMENTS, LLC, for the rental of 30 parking spaces at $75.00 per parking spot located at 432 Westminster Avenue, Elizabeth, N.J commencing on January 1, 2022 through December 31, 2022 in an amount of not to exceed $2,250 per
month for a total annual amount not to exceed $27,000.

This is for renting 30 parking spots from Sharma Realty for $27,000. Last December, I had asked before about this location since this is an ongoing business yet he is basically renting out all his parking lot to the county and questioned if he is taking advantage of the county. I never got an answer to this scam.

2021-821: Amending Resolution Number 2021-651 a contract with Village Super Market, Inc. dba ShopRite of Union, Springfield, NJ, for the purpose of providing food for the Union County COVID-19 Emergency Food Distribution events for the period of November 1, 2021 through December 31, 2021, to increase funding in an amount not to exceed $200,000, for a new total
amount not to exceed $1,985,000.

2021-822: Amending Resolution Number 2021-652 with Frank M. Gargiulo & Son, Inc. dba Gargiulo Produce, Hillside, NJ, for the provision of fresh produce for the County’s COVID-19 Emergency Food Distribution events for the period of November 1, 2021 through December 31, 2021, to increase funding in an amount not to exceed $280,000, for a new total amount not to exceed $1,310,000.

These resos are giving a total of $2 million to Shop Rite and total of $1.3 million to Garguilo Produce for providing food for the Union County Food distribution events.

I am not opposing these resolutions but these are huge numbers for food for the last 1 ½ years.  It looks like we are not just feeding the hungry but actually feeding the whole county with no real accountability just whoever drives up.  Are these monies covered by the federal American Cares act grant?

2021-827: Canceling unexpended grant account balances in the listed Grant Accounts.

2021-828: Canceling Capital Balances to Capital Surplus and Deferred Charges Unfunded.

These 2 resolutions are cancelling unexpended grant balances and capital balances.

Please explain to the public how much money these involve and also where this extra money is going for, possibly the running fund balance?

2021-830: Authorizing the County Manager to adjust and/or change the Internal Position Control Schedules.

This is the adjustment to Internal Position Controls Job transfers and assignments.

Please give a rough overview of who, where and what departments?

2021-832: Amending resolution 2016-949, a contract to Maser Consulting PA, Red Bank, New Jersey to provide additional services for Three Culverts in Plainfield, Scotch Plains, and Springfield, NJ for an additional amount of $65,700.00 for a new contract amount not to exceed $508,680 (Union County Engineering Project Number 2010-006C).

This is giving Maser Consultants another $65,000 to total of $500,000 only for professional work, not actual construction of 3 culverts. Definitely a wow number. The project dates back to 2010.

The question is, why is this project from 2010 still ongoing?  Is this closed out now or should we label it an ongoing black hole of tax monies.

2021-845: Authorizing the County Manager to utilize the County’s option to extend the contract awarded to Winning Strategies
Washington, LLC.
and Hoboken Strategy Group Inc., for a twenty-four (24) month period commencing January 1, 2022 through December 31, 2023 in an amount not to exceed $300,000.

This is giving Winning Strategies Washing $300,000 for 2 years to provide lobbying for the county to Washington.

This could be a big black hole of county monies since we have US senators and congressmen that is supposed to represent our county down in Washington.  So you are alluding that Menedez, Booker and Malinowski are pretty much useless to us that you have to go out hire someone.  I will agree with your assessment of our govt officials are useless since i really dont see much from them, or why else would you be paying this $300,000.

2021-846: Amending resolution Number 2019-809, a resolution approving the 2018-2019 (Year 44) Consolidated Action Plan, to increase CDBG funding to the Freeholder Initiative Project (D-12-56-818-505-919) in the amount of $89,524 from $150,000 to $239,524 utilizing contingency funds and to award a contract to CAPC Supportive Needs Housing Inc., for a contract period of in an amount not to exceed $239,524.

CAP-C is one of the good guys, glad you are involved with them, granting them quarter of a million dollars.  They are in the business to build strictly affordable housing projects without the 4x 5x 6x luxury market rate rentals that private builders force on towns.

Please give an explanation to the public what your Initiative project is about.

2021-847: Authorizing the County Manager to enter into a contract with Benevate, Inc. D/B/A Neighborly Software, Atlanta, GA, for software usage for the Community Development Block Grant program for a contract period of November 15, 2021 through November 1, 2022, in an amount not to exceed $31,200.

This is giving Benevate of Atlanta $31,000 to expedicte disbursement of CDGB for one year.

Are you telling the public that with over 2500 county employees no one can handle an XL sheet to track disbursements?  Where’s our CFO Bibi Taylor? Too busy relaxing at her $1.3 million home out of the county and studying for her upcoming college exams?

2021-848
: Amending Resolution Number 2021-528 to increase the appropriation to Renaud & DeAppolonio, LLC, Cranford, NJ in the matter entitled Monique Hall v. UC, et als. in an amount not to exceed $15,000 for a total contract amount not to exceed $60,000.

This is giving Renaud Nd DeAppolonia Law firm a total of $60,000 in the case of Monique Hall versus Union County et al.

I see this is for possible resolution in executive session.  Renaud DeAppollnia has donated to you and your cronies’ political campaigns over $33,000 in 4 years.

2021-849: Authorizing the County Manager to sign any and all documents necessary to enter into a Memorandum or Agreement with Teamsters Local 469-Primary Supervisors effective January 1, 2021 through December 31, 2023.

: Authorizing the County Manager to sign any and all documents necessary to enter into a Memorandum of Agreement with PBA LOCAL 199 effective January 1, 2018 through December 31, 2020.

Please explain to the public the changes to the Teamsters and PBA’s new bargaining agreements in reference to salary increases and benefits.  For the public, who is doing the negotiating of these agreements.

Ordinance 835-2021 was slipped in at the last minute, raises all around.  Must be the reward for winning the election, who else would do it except a corrupted county empire.  The past couple of years were 4, 5, 6 and 8% raises given.  Meanwhile, $3 million in food has to be given out to the poor residents.  I can only describe this county government as idiotically tone-deaf.

To the executive session: May you please give the public an overview of the Homero Almazar legal suit noted in executive session; and also an overview of what is happening with our Opioid Litigation which is a duplication of our state attorney general lawsuit.

    You missed that they snuck in a salary ordinance to give themselves another raise. That was NOT on the agenda that was posted yesterday. This was not a last minute item they just found out about. If they had an ordinance written and figures prepared they knew they were going to put this on the agenda. This was intentional to hide it from the tax payers.
    So now we pay for their cars, their doctorate degrees – IN A COMPLETELY DIFFERENT FIELD OF WORK and now they vote to give themselves money.
    Please OPRA the packet that gets emailed to the commissioners. If that ordinance was in their packet and they intentionally hid it from the public they need to be called out on it.
    PIGS!!! Every single one of them.

    John and Bruce, you are so busy worried about nonsense, like solar and harbor consultants you are missing all the real theft going on.
    Tina Renna would be having a field day. I miss her and her theatrics.

      (A Tina homage first: She put in so much effort to expose the corrupted system at the county hoping this would motivate the people to vote the incumbants out, sadly, rare if anyone did actions to stop the abuses she was uncovering. It should have been the mayors and counil from all lthe towns to help stop it and crickets. it is frustrating for sure.) I had a comment to make on that ordinance, and agree it appeared last minute, but at the end of my commenting period for some reason the connection faded out and mirabella shut it down…….FWIW My comment was to be and can still be made in december 2 mtg for passage, “Ordinance 835-2021 was slipped in at the last minute, raises all around!
