820-2020 BOND ORDINANCE TO AUTHORIZE THE MAKING OF VARIOUS PUBLIC IMPROVEMENTS AND THE ACQUISITION OF NEW ADDITIONAL OR REPLACEMENT EQUIPMENT AND MACHINERY, NEW ADDITIONAL FURNISHINGS, NEW COMMUNICATION AND SIGNAL SYSTEMS EQUIPMENT, AND NEW INFORMATION TECHNOLOGY AND TELECOMMUNICATIONS EQUIPMENT IN, BY AND FOR THE COUNTY OF UNION, STATE OF NEW JERSEY, TO APPROPRIATE THE SUM OF $24,015,415 TO PAY THE COST THEREOF, TO APPROPRIATE STATE GRANTS, TO MAKE A DOWN PAYMENT, TO AUTHORIZE THE ISSUANCE OF BONDS TO FINANCE SUCH APPROPRIATION AND TO PROVIDE FOR THE ISSUANCE OF BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF SUCH BONDS.

2020-767: Authorizing the County Manager to utilize the County’s fifth option to extend the contract to YWCA of Eastern Union County, Elizabeth, NJ through the competitive contracting process, to operate the Family Justice Center for the period commencing January 1, 2021 through December 31, 2021, representing year five (5) of the five (5) year contract option, in the amount not to exceed $330,825.

2020-768: Amending Resolution Number 2020-580 to increase funds for the Countywide Code Blue Emergency Shelter Initiative for the winter months of 2019-2020 by an additional amount not to exceed $100,000 for the period of October 1, 2020 through December 31, 2020.

2020-769: Authorizing the County Manager to award a contract to Family Promise, Inc. of Summit, NJ for the period of January 1, 2021 to December 31, 2021 in the amount of $150,000, for the 2021 Shelter Diversion Program.

2020-787: Amending Resolution Number 2018-686, adopted August 9, 2018, a Professional Engineering Service Contract with CME Associates of Monmouth Junction, New Jersey, to provide additional Licensed Site Remediation Professional Services (LSRP) related to the remediation of the former Trap and Skeet Facility at Lenape Park located in the Township of Cranford, in an amount not to exceed $45,000 for a new contract amount not to exceed $656,021 (Union County Engineering Project Number 2011-029).

2020-789: Amending Resolution Number 2020-605 dated August 13, 2020 to increase the appropriation to Florio, Perrucci, Steinhardt, Capelli, Tipton & Taylor, LLC, of Rochelle Park, NJ, for Special Legal services related to the Coronavirus Aid, Relief, and Economic Security Act (“CARES ACT”) in the amount not to exceed $50,000 for a total contract amount not to exceed $150,000.

2020-790: Authorizing the County Manager to enter in to a Shared Service Agreement by and between the County of Union and the Borough of Kenilworth for the sharing of a Certified Public Works Manager for the term commencing on November 6, 2020 and continuing through December 31, 2020.
