If Open Space money could be used for parks’ budgets then no properties would ever need to have been purchased – which obviously was not the intent of the law. It became especially necessary for Union County to steal this money for their budget in 2011 when the Christie ‘2%’ tax cap came in and it was a case of either coming up with a revenue stream outside the cap or making cuts in appropriations. Since Union County has been just under the cap each year, this scheme has cost taxpayers at least $80 million in additional taxes that otherwise could not have been assessed since it would have exceeded the cap.

Incidentally, it also happened to be at this time that the county gave away lifetime health benefits for certain retirees, including this guy:
