MV Strategies Coverup

The good news is that “Daily Reports to Ed Oatman and the UC Board of Commissioners from MV Strategies” and “emails, texts, memorandums and any communications between Edward Oatman/Jessica Cohen and Megan Brown/Elaina Estrin of MV Strategies beginning June 2020 through December 2021” exist. The bad news is that it will cost you $750.91 (not including copying charges) to get them.

In order to complete your OPRA request, one County employee will require approximately 3 hours to search for, print and redact one month’s worth of documents responsive your request for Daily Reports. In accordance with N.J.S.A. 47: 1A-5c, a special service charge will apply to process this request. Using the hourly rate of the OPRA Compliance Manager ($36.63), the approximate special service fee for the months you requested – 4 ½ months – being approximately half of August 2020 through the end of the contract, December 2020, is $494.50. Please note that the County has made every effort to ensure that the employees assigned to this task have been identified as the minimum personnel necessary to properly and effectively process this request, in terms of both the total number of hours and in hourly wage. Upon receipt of the special service fee—payable to the County of Union—the request will be processed. Please note that the above hours and charges are only an estimate, and you will only be charged for the number of hours actually expended to process your request. (The service charge doesn’t include the statutory per-page copying charge, should you wish to buy paper copies of the documents.) If the total review time is less than estimated, a refund for the difference will be issued to you. Thank you for your attention to this matter.

Please be advised there are no text messages to provide. As to emails and any memos that may be included in same, please be advised that there would be an expected review of approximately 600 emails required. Approximately 7 hours of clerical time, will be required to search for, print and compile responsive material, with one hour daily being utilized, in order to ensure no disruption to agency operations. The documents will then need legal review for any redactions/exemptions required by OPRA, which may require a service charge depending on the volume of documents to be reviewed. Upon receipt of the special service fee—payable to the County of Union—the request will be processed.     The good part is that the US attorney general does not need to pay for any of this tomfoolery from the county as they look into the Cares funding possible fraud.
