On September 8, 2021 I sent the following OPRA request to Kenilworth for:
1) Contracts between Kenilworth and the following vendors for services to be rendered in 2020 to Kenilworth:
Suplee Clooney & Co.
Harbor Consultants
Reliance Insurance
2) Proof if any of these contracts were awarded through a Fair and Open process
I finally have a chance to review what I got back on September 20. Let’s start with reviewing the full response for Harbor Consultants.
According to check registry data Kenilworth paid Harbor Consultants, Inc $229,923 in 2020 for things like COAH ($8,435) and Section 20 costs ($124,797.50).
Among the 39 pages of material that Kenilworth sent was a 25 page brochure that included a fee schedule and various paperwork that seemed necessary to comply with arbitrary rules. Nothing that looked like a contract with a description of services to be provided, obligations of both parties, and limits on payout amounts.
